Redevelopment project of Deokcheon District 3

The ‘Deokcheon District 3 Redevelopment Project,’ located at 419-20 Deokcheon-dong, Buk-gu, Busan, has started its public notice regarding the maintenance plan decision and designation of the repair area (draft) from May 21. Buk-gu Office plans to hold a resident briefing session on June 9 to provide information related to the project and will accept opinion letters until June 20.

According to the public notice documents, the area of the maintenance zone is 80,254㎡, of which 77.4% is planned to be developed as multi-family housing. The area designation has been upgraded to a third type general residential zone, and the planned floor area ratio is set at 251% with a coverage ratio of 30%. For cultural facilities, a coverage ratio of 50% is applied. Based on these figures, it can be simply estimated that approximately 1,100 to 1,200 residential units may be newly constructed.

Currently, the construction company has not been decided, but if the redevelopment of District 3 progresses actively following Districts 1 and 2, it is expected that the area around Deokcheon Station will expand into a residential complex of over 3,000 units. As a result, major construction companies are showing increased interest.

By the year 2025, the sales price for 84㎡ units at Forena Busan Deokcheon 1 and 2 is expected to rise to between 450 million won and 690 million won. In contrast, 59㎡ units in the Bukbu Apartments built in the 1990s are trading in the mid-100 million won range, resulting in a price difference between new apartments and older apartments of about 2.5 to 3 times.

As such new supply is activated, it is likely to increase price pressures on the old downtown area. This trend is expected to have significant impacts on future market changes.

The location's competitiveness is quite high. The Sukdeung Station is located nearby, and Deokcheon Station (transfer point for lines 2 and 3) and Gupo Station (KTX) are also in close proximity, making it easy to commute to downtown Busan as well as Gimhae and Changwon.

Additionally, accessibility to main arterial roads such as Manduk-daero, Gupo-daero, and Gwanmun-daero is excellent, and various commercial facilities like NC Department Store, Mega Mart, Nonghyup Hanaro Mart, and educational institutions such as Yangcheon Elementary School are also located nearby.

If the project is confirmed, various positive changes are expected. First, the aging residential environment will be improved, and children's parks and cultural facilities will be added. In addition, a new road of 12,879㎡ is planned to be constructed to improve traffic conditions. This will secure at least 10% of public rental housing, and small rental housing below 40㎡ will be mandated.

Along with this, the provision of public facility sites and designs to activate the local economy have led to an increase in floor area ratio incentives to 15.1% through green building certification, further enhancing the project's viability.

After the public notice for the Deokcheon District 3 redevelopment project ends, the maintenance plan will be finalized, and after receiving approval from the promotion committee, the establishment of the association, selection of the construction company, and the procedure for business implementation will be carried out sequentially.
