The city of Busan announced on the 9th the “Public Offering for the Selection of Maintenance Lead Districts (1st).” This offering is the first step of the “Special Act on Urban Planning Maintenance and Support,” which is scheduled to take effect in April 2024, including a plan to group the Huam and Geumgok New Towns and Haeundae Districts 1 and 2 into a special maintenance planned area for reconstruction.

The application period will be from October 13 to 17, for a total of 5 days. During this period, consent from more than 50% of all landowners in the relevant area and more than 50% of landowners in each apartment complex is mandatory. In addition, the applying area cannot be divided or partially excluded, and areas already designated as redevelopment areas or with established remodeling associations cannot participate. Submission of documents must be done in person at the Urban Maintenance Division of Busan City Hall.

Areas selected for Busan Haeundae urban planning maintenance lead district

Busan City plans to announce a total of 5,700 units for lead districts, including 2,500 units in Huam and Geumgok and 3,200 units in Haeundae, in December. The evaluation criteria for this public offering include the resident agreement rate (up to 60 points), necessity for residential environment improvement, necessity for urban function activation, and ripple effect of the maintenance project, constituting a total score of 100 points. In case of a tie, the area with a higher resident agreement rate will be prioritized.

The vision for Haeundae is "Jangsangreen City," while Huam aims for "Human City," planning to expand smart transportation networks and cultural complexes.

○ Applicant: The representative of the landowners in the target area who applies for the lead district public offering
▹ (Selection Method) The representative for the lead district public offering shall be selected through the consent of more than 50% of all landowners in the area on the attached public offering application consent form (Form 2) (Only consents obtained after the announcement date are recognized).
* If multiple representatives apply from within the area, only the consent form from the representative with the most approvals will be recognized, and the consents collected by other representatives cannot be combined.

○ Application Period: October 13, 2025 - October 17, 2025 (9 AM - 6 PM, for 5 days)
* Only applications submitted during the application period will be recognized, and submissions after the period will not be accepted.

○ It should be noted that future designations as lead districts may follow the public discussion with residents, consultation with the Ministry of Land, and evaluation by the Local Urban Planning Maintenance Committee according to Article 18 of the "Urban Planning Maintenance Act."

○ Submitted documents are not returnable, and we will not disclose any related materials including evaluation content related to the selection review.

○ If the contents of the submitted documents are found to be untrue, they may be excluded from evaluation, and even after selection, the selection may be canceled.

○ The agreement rate follows the consent count method based on Article 33, Paragraph 1 of the Enforcement Ordinance of the Urban and Residential Environment Maintenance Act, and in cases corresponding to Article 33, Paragraph 1, Items (1), (2), (3) (for redevelopment) and Items (1), (2) (for reconstruction), the agreement letter for selecting the representative landowner (Form 3) must also be submitted.
* If multiple co-owners each submit consent forms, they are not required to submit the representative landowner selection agreement.

○ If of the plots within the area are state-owned or jointly owned, submission of consent forms is unnecessary (post-consultation is planned) and they will be excluded from the count of landowners.

○ The representative of the public offering selected under this announcement is not the representative of the landowners within the area to be designated as a special maintenance area after the selection of the lead district.

○ Lead districts cannot be designated in excess of the selected volume, but if the volume of the highest scoring area exceeds this, only that area may be selected, and in this case, the project timing may be adjusted based on comprehensive consideration of local conditions including relocation policies.
