Busan Metropolitan City announced the toll collection method and system for the 'Mandeok~Centum Urban Underground Expressway (Deep Road)' on January 21, 2026. Accordingly, the deep road, introduced for the first time in Busan, is expected to open in early February, with full-scale toll operations starting on February 19. Safety inspections and facility tests are currently being conducted with the goal of opening before the Lunar New Year holiday.

The Mandeok~Centum Deep Road is a 9.62km long, 4-lane road connecting Mandeok-dong in the northern district of Busan and Jaesong-dong in Haeundae district (Centum City). This road is the longest urban underground road in the country, built at a depth of 40-120m underground, and started construction in November 2019, with plans to open in about seven years.

The total project cost is 791.2 billion won, of which private investment accounts for 588.5 billion won. Once the road opens, it is expected that the travel time during rush hours, which currently takes over 40 minutes, will be reduced to around 10 minutes. This will significantly help alleviate traffic congestion in the city.

Centum Mandeok Deep Road Toll

The toll rates will vary depending on the time of day. Peak hours are set from 7 AM to 12 PM, and from 4 PM to 9 PM. Off-peak hours are from 5 AM to 7 AM, from 12 PM to 4 PM, and from 9 PM to midnight, with late-night hours defined as midnight to 5 AM.

For example, for small vehicles, the toll for the Mandeok to Centum section during peak hours is 2,500 won, 1,600 won during off-peak hours, and 1,100 won during late-night hours. Additionally, for the Mandeok to Dongnae section, the toll is 1,400 won during peak hours, 900 won during off-peak hours, and 600 won during late-night hours.

Small vehicles will have lower rates, while medium and large vehicles such as cargo trucks will see a gradual increase in tolls depending on their classification.

Toll collection will be conducted using high-pass and a video recognition-based post-payment method called ‘Smart Tolling’. The fees will be charged for 40 years from February 19, 2026, to February 18, 2066, and Busan Dongseo Expressway Co., Ltd. will be in charge of this. Discounts will be governed by the relevant laws, including the 「Toll Road Act」.

The opening of this deep road is expected to disperse traffic volume in frequently congested areas such as Mandeok-daero and Chungnyeol-daero.
