Designed in the 1990s with the goal of large-scale housing supply, this area currently faces various challenges, such as aging facilities, parking issues, and a lack of self-sufficiency functions. To address these issues and keep pace with the changes in future cities, the "2035 Busan Metropolitan City Aging Planned City Maintenance Basic Plan (Haeundae Green City)" has been developed.

Current Status of Haeundae Green City and Major Maintenance Tasks

Haeundae Green City was developed as Busan's first planned city, but over time several structural issues have arisen. In particular, the most urgent issue is the aging of multi-family housing.
The current average aging level reaches 27.5 years, resulting in malfunctioning facilities, lack of parking spaces, and decreased energy efficiency, causing inconvenience in the residents' lives. Efforts are required to address these problems.

Although the development of Haeundae Green City was focused on housing functions, addressing the lack of self-sufficient urban functions remains a significant challenge. Commercial and office land makes up only 7.2% of the total, which is significantly lower compared to other first-generation new towns such as Bundang (9.2%) or Ilsan (8.4%). This low ratio hampers job proximity, diminishing the vitality of the city. Therefore, it is urgent to complement this issue.


The ratio of parks and green spaces is 11.7%, which is significantly lower than that of Ilsan (23.5%) and Bundang (19.4%). This necessitates the expansion of green space for a pleasant residential environment.
Additionally, survey results from residents indicate that lack of parking, aging housing, and insufficient cultural and leisure facilities are major complaints. Comprehensive measures to resolve these issues are urgently required.
Blueprint for the Future: Improving Spatial Structure and Special Maintenance Planned Areas

This maintenance basic plan aims to restructure Haeundae Green City around four visions: 'Sustainable Converged City', 'Busan-type 15-minute city', 'Resilient City', and 'Smart Mobility City'. Through these visions, we aim to enhance local development and the quality of life for residents.

The designation of special maintenance planned areas is an important method to realize this. These areas are spatial units aimed at effectively relocating infrastructure through large-scale block unit integrated maintenance and enhancing the city's multifaceted function.

A total of 17 special maintenance planned areas have been designated in Haeundae Green City. These areas consist of 13 residential complex maintenance types, 3 facility maintenance types, and 1 relocation support type.
What stands out is that the floor area ratio applied to this region is expected to be raised from the current average of 250% for second-class general residential areas to a maximum of 360%. This change is anticipated to be a crucial factor in supporting expedited and orderly maintenance projects led by residents. Additionally, some multi-family housing sites will apply a floor area ratio of 210%, establishing differentiated density plans.
The relaxation of the floor area ratio will lead to an increase in public contributions necessary for expanding parks, living SOC, and self-sufficient facilities in the local community. This is expected to enhance the livability of the Green City.
Plans by Sector that Change Citizens' Lives
The maintenance basic plan includes specific strategies for various sectors to innovate citizens' lives. It encompasses goals beyond improving the residential environment to enhance overall quality of life.

Infrastructure planning will be conducted based on the 15-minute city concept, reinforcing deficient living SOC in each neighborhood district and utilizing undeveloped areas to create comprehensive hubs that integrate leisure, culture, and sports functions. This plan will contribute to enhancing the quality of life for residents.

The transportation plan will introduce innovative public transportation systems such as demand-responsive transport (DRT) bus services and autonomous buses. Additionally, it aims to promote the use of personal mobility devices (PM) to address issues in areas lacking public transport.

The plan for industrial and economic revitalization will be linked with the nearby Advanced Science Park. There are plans to develop the parking lot around Jangsan Station into a mixed-use area, creating entrepreneurship spaces for young people and knowledge industry centers to significantly enhance self-sufficient functions.

In line with the plan for transitioning to a low-carbon green city, the introduction of zero-energy buildings (ZEB) is mandatory. Furthermore, Chuncheon is expected to be restored as an ecological stream, and goals are being set to create an eco-friendly city that responds to climate change by organically connecting parks and green corridors.
