Busan City plans to start the "Permanent Infertility Expected Egg and Sperm Freezing Support Project" from 2025. This is to assist citizens who are likely to experience reproductive function issues due to surgeries or cancer treatments.

This project will be implemented as a proactive approach focusing on increasing the chances of pregnancy in the future, regardless of age, marital status, or income.

Who are the eligible applicants and what are the conditions?

The eligibility criteria apply to men and women who are expected to face permanent infertility for medical reasons as defined in Article 14 of the Enforcement Decree of the Mother and Child Health Act. Applications can be made in cases such as:

If damage to reproductive cells is expected due to these procedures or treatments, applicants can receive partial funding for the costs of examination, collection, and storage for freezing eggs and sperm.





How much support can be received?

Women can receive support of up to 2 million won, while men can receive up to 300,000 won. Applicants can receive 50% of their out-of-pocket costs, and this support cannot be received in conjunction with similar projects from the central government, local governments, and the private sector. However, this support is only available once in a lifetime and must be applied for within 6 months of the reproductive cell collection date.

Costs unrelated to the freezing of reproductive cells, such as simple examination fees and hospitalization fees, are excluded.

From June 2025, applications for health center visits will be possible online through the public health portal e-health (www.e-health.go.kr). The support target is married women aged 19 to 44 with an AMH level below 1.0 diagnosed with cancer (C code).

The income criteria are set at 180% of the median income, and the subsidy can be up to 2 million won, including non-covered expenses.

To apply, applicants must have resided in Busan for at least six months, and the support is limited to once in a lifetime.

2. Support for assisted reproduction using frozen eggs

Implementation of egg and sperm freezing support project

Targets include couples receiving in vitro fertilization using thawed frozen eggs. These couples will receive support for the cost of fresh embryo procedures, with a maximum of 1 million won per session, and applications can be made for up to two times. After the procedure is completed, a post-application must be made, and if a diagnosis of infertility has been received, it must be applied alongside 'financial support for infertile couples'.

3. Expanded support for infertility treatment costs for couples



The number of support instances per person will expand from 25 to 25 per childbirth. In cases of having a second or more children, the number of support instances will increase and the eligible procedures for support, such as in vitro fertilization or artificial insemination, will also broaden.
