The Hwangryeong 3 Tunnel construction project is an important transportation infrastructure initiative that creates a new 4.11km section of 4-lane road connecting the Sinri Intersection in Yeonje-gu to Hwangryeong Road in Nam-gu.

The total budget for this project is 369.6 billion won, of which 139.8 billion won is government funding and 229.8 billion won is city funding. The project is expected to proceed from 2023 to 2031, and upon completion, the travel time from Yeonsan Intersection to Daenam Intersection is expected to be reduced from 35 minutes to 15 minutes, achieving a significant reduction of 20 minutes.

In July 2021, the Ministry of Land, Infrastructure and Transport designated it as a congestion road in metropolitan areas and confirmed government funding for the project. Subsequently, the preliminary feasibility study was passed in August 2022, and basic and detailed design services started in 2023.

However, adjustments in the design became necessary due to local residents' requests for noise and dust cover installations and ramp location changes near Daenam Cho. This process of gathering residents' feedback is important for the smooth progress of the project.





Increase in project costs and Ministry of Strategy and Finance's feasibility reexamination

The city of Busan is requesting an increase of a total of 125.6 billion won (16.3%) due to additional costs of 60.3 billion won resulting from design changes and 65.3 billion won due to inflation and increases in land prices.

This request meets the criteria for a feasibility reexamination, as per the National Finance Act, which stipulates that if the project cost increases by more than 15%, a feasibility reexamination must be conducted. Consequently, the Ministry of Economy and Finance has included the Hwangryeong 3 Tunnel project in the list for feasibility reexamination since last August.

Subsequently, the Korea Development Institute (KDI) Public Investment Management Center (PIMAC) is set to reanalyze the project's policy effects and economic viability over approximately nine months. Meanwhile, the city of Busan is simultaneously commissioning the Busan Research Institute to examine policy effects and prepare countermeasures.







Delay in opening is inevitable

The original plan was to break ground in 2025 and open in 2030. However, due to the addition of the feasibility reexamination process, this schedule has unfortunately been delayed.

The previous timeline was to complete the design in 2024, break ground in 2025, and complete by 2030; however, the revised timeline has been adjusted to breaking ground in 2027 and completion in 2031.

As a result, a delay of at least one year in opening is expected. Consequently, traffic congestion during rush hours around Yeonsu Road and near the Hwangryeong Tunnel is likely to worsen further.
