Overview and Background of the Jeonju Tourism Tower Complex Development Project

This project is being carried out at the former Daehan Textile factory site located at 151 Hyojadong 3-gil, Wansan-gu, Jeonju, North Jeolla Province. It is a complex development project covering a total area of 230,565㎡, expected to contribute to regional development.

After the Daehan Textile factory, which played a significant role in Jeonju's economy, shut down in 2018, the site remained in ruins, detracting from the urban landscape and causing safety issues. In response, Jagwang Co., Ltd. acquired the site to improve the urban environment and create a new landmark that facilitates communication among various communities. It is expected that these efforts will have a positive impact on the development of the Jeonju area.

The Jeonju Tourism Tower complex development project aims to enhance tourism infrastructure and elevate Jeonju as a major tourist destination. Additionally, it focuses on commercially integrating history and culture to further invigorate the local economy.
This project is expected to contribute to balanced development across Jeonju by creating a cultural belt that connects the old downtown and the western new town. Such efforts will also have a positive impact on local residents.
470m High Landmark Tower and Major Architectural Plans

The Jeonju Extreme Tower is a typical landmark centered around a 470m high observation tower. This place is designed not only as an observation deck but also as a space for tourism and relaxation that allows for panoramic views of Jeonju. It is characterized by being a mixed cultural space that includes various amenities such as a sky lounge and cafes.
Looking at the perspective, the elegantly curved tower rises towards the sky, surrounded by modern apartment complexes and nature-friendly green spaces that harmoniously blend together. This is expected to create a new skyline for Jeonju and play an essential role as a local symbol.

According to the architectural plans, in addition to the tower, a total of 3,536 residential units will be built from 5 basement floors to 49 above ground. Furthermore, various cultural and assembly facilities such as hotels, large shopping malls, and cinemas will be established.

First, the mixed-use facility land occupies 100,785㎡ (43.71%), which includes the landmark tower and various commercial and accommodation facilities. This area, concentrated with commercial functions, is expected to attract many visitors.
Second, the residential facility land consists of 98,815㎡ (42.86%), which will provide a pleasant living environment for residential complexes planned for this area. Designs will be made with consideration for the convenience of residents.
Lastly, 30,965㎡, accounting for 13.43% of the total area, is allocated for public contribution facilities. This space will include neighborhood parks, public offices, parking lots, roads, and landscaped green spaces, serving to share the developmental benefits with citizens and enhance urban public values.
Essential Gateway for Project Advancement: Current Status of Environmental Impact Assessment

Environmental impact assessment has become a necessary legal procedure in large-scale development projects. Since this project exceeds the standard set forth in the Environmental Impact Assessment Ordinance in North Jeolla Province, which is 150,000㎡, a formal environmental impact assessment is being conducted.
In particular, this project corresponds to 153.71% of the minimum scale subject to evaluation, and there are no legally protected areas such as high ecological natural grades or wetland protection areas on the project site. Therefore, an environmental impact assessment is being conducted under simplified procedures.
In 2024, the review at the Environmental Impact Assessment Council will commence, and related procedures are ongoing smoothly. This process plays an important role in enhancing the project's transparency and stability.
