Hwangnyeongsan Development Project Back on Track After 20 Years of Drift

Hwangnyeongsan, a symbolic urban mountain and night view attraction in Busan, is expected to develop into a new tourist destination. The Hwangnyeongsan development project, which had been delayed for over 20 years, has finally entered an actual progress stage.
The city of Busan approved the implementation plan for the Hwangnyeongsan observation deck and cable car installation on July 16. As a result, preparations for a large-scale private tourism project have officially begun.
The Hwangnyeongsan observation deck and cable car project has actively pursued permits, including an environmental impact assessment, since 2023. The project is now set to proceed in earnest.
Overview of Hwangnyeongsan Observation Deck and Cable Car Project

This project begins at Hwangnyeongsan Leisure Park located in Jeonpo-dong, Busanjin-gu. The main content involves installing a cable car approximately 539 meters long that connects to the summit of Hwangnyeongsan, with a large observatory modeled after a bonfire station, standing 125 meters tall, at the summit. Daewon Plus Group's Sein Development is responsible for this project, which aims to begin construction in early 2026.
The observation deck will feature various facilities, including a 360-degree panoramic viewing window, an exhibition space displaying the history and culture of the bonfire station, facilities for appreciating media art, and beautiful lighting that will enhance the night view. The installation of the cable car and observation deck is expected to take 2 to 4 years respectively. Such plans are anticipated to significantly contribute to local tourism revitalization.
Promotion of Phase 2 Cable Car Linked to 'Snow Castle'

Sein Development is set to not only receive permission for the implementation plan of Phase 1 but also to execute the Phase 2 project, which includes a 2.2 km cable car connecting the Hwangnyeongsan Observation Deck with the Snow Castle in Yongho-dong.
This project is currently under enhancement and awaiting re-examination. The implementer exhibits a strong commitment to rapidly establish a three-dimensional tourism belt encompassing downtown Busan.

Total Project Cost 2.2 Trillion Won… Large Private Investment that Will Change Busan's Tourism Landscape

This project in Busan is a private tourism development project requiring approximately 2.2 trillion won, which includes both phases of the cable car, the construction of the bonfire observation deck, and the Snow Castle. The city of Busan expects more than 46,000 direct and indirect jobs to be generated through this project and has set a plan to develop the tourism and leisure industry into a future growth sector.
Sein Development emphasized an aim to create world-class tourism resources that connect Busan’s coast, mountains, and urban scenery. Additionally, they expressed their vision of cultivating Hwangnyeongsan as 'Asia's representative observation attraction' to enhance Busan's global tourism competitiveness. Such plans are expected to positively impact Busan's tourism industry.
Success After Repeated Setbacks… The Key is to Resolve Signal Interference

The Hwangnyeongsan development project has faced several failures in the past. Beginning with the Asiad Tower plan in 2004, comprehensive tourism development plans in 2012 and 2017 were also thwarted due to financial issues and opposition from citizens and environmental groups.
The current project faces the critical preliminary task of resolving signal interference issues with the transmission towers of the three major TV broadcasting companies. Various administrative procedures, such as structural excavation review and permitting for rock removal, must be completed before construction can officially begin.
Conclusion: Can Hwangnyeongsan Become the 'Pinnacle' of Busan Tourism?

The construction of the Hwangnyeongsan observation deck cable car project is not just about erecting facilities but a significant attempt to redefine the city’s identity. While there is much anticipation after years of discussion, challenges such as environmental protection, community acceptance, and signal interference remain to be resolved.
If this project is successfully completed, Hwangnyeongsan will not only become a mere night view attraction but will also establish itself as a 'symbol of Busan', serving as a vital force for the city to leap towards becoming a global tourist destination.
