A city where humans and animals coexist begins in Cheolma
The largest pet culture park in Korea is expected to be established in Cheolma-myeon, Gijang-gun, Busan.
On May 28, 2025, the Busan Metropolitan City announced the 'Urban Management Plan (Cheolma Neighborhood Park) Decision Announcement', marking the start of the project.
This park is designed as a space where people, nature, and animals harmonize, and is expected to be an important milestone for the spread of pet culture and coexistence within the community.

The recently announced urban management plan is a result after approximately 6 months from passing the Ministry of Land, Infrastructure and Transport's development restriction area (GB) management plan review in November 2024.
From January 2025, Busan City conducted public notice consultations, discussions with relevant departments, hearing opinions from the city council, and reviews by the Urban Planning Committee to finalize the urban management plan which was subsequently announced.
Cheolma Neighborhood Park will be developed over an area of 241,198㎡, with a total project cost of 35.5 billion won, which will be entirely funded by the city budget. The park will be located at 3-1 Guchil-ri, Cheolma-myeon, Gijang-gun, and is expected to be a model case of park development utilizing the existing development restricted area.
A multi-cultural space enjoyed by pets and citizens together
The Cheolma Pet Culture Park is designed to be more than just a walking path; it is to be developed as a multi-cultural facility where pets and non-pet owners can mingle together.
According to the urban management plan, the following key facilities will be included.
First, the Sympathizing Trail will be created as an eco-friendly walking path for walking with pets. Second, the Global Themed Garden will reflect the garden cultures of various countries to create beautiful landscapes. Third, the Sympathizing Playground will be designed as a dedicated play area for dogs to enjoy their time.
Additionally, the Pet Education Center and Companion Plant Garden will function as spaces for education and healing concerning pet culture. Finally, the Local Market Street will be established in cooperation with local residents to provide specialized markets and community spaces.
These facilities are prepared to meet the increasing population of pets and the social demands for animal welfare, and are expected to play a significant role in realizing Busan City's image as a pet-friendly city.
Future schedule and regional symbiosis effects
Busan City plans to establish the park development plan through the Urban Park Committee starting in June 2025. Then, from September onward, detailed design and various impact assessments will be carried out. After that, from 2026, construction will start following the compensation procedures, aiming for completion in 2027.
When the Cheolma Pet Culture Park is established, various community programs such as outdoor weddings with pets, companion plant classes, and local specialty flea markets will be conducted. These programs are expected to bring positive effects by expanding income generation and job opportunities for local residents who have been marginalized due to the existing development restriction area.

1. The urban management plan (Facility: Cheolma Neighborhood Park) of Busan Metropolitan City is announced simultaneously with the preparation of the topographic map according to Article 30, 32 of the 「National Land Planning and Utilization Act」, Article 25 of the Enforcement Decree of the same law, and Article 8, paragraph 2 of the 「Basic Law on Land Use Regulations」.
2. Related documents (topographic maps can be viewed on the land connection “

”) are stored at the Urban Space Creation Division of Busan Metropolitan City and the Urban Planning Division of Gijang-gun, and they will be made available to the general public and interested parties.
