Results of the 6th Architectural and Expert Committee of Busan in 2025
On May 16, 2025, the 6th Architecture (Transportation) Committee was held, and on May 19, the main review results of the 6th Busan Metropolitan City Architectural Expert Committee were introduced.
The SeoMyeon Prugio Summit, previously discussed, was conditionally approved at 668-1 Jeonpo-dong, Busanjin-gu, successfully completing the review process. In addition, the Digital Business Support Complex located at 230-28 Hakjang-dong, Sasang-gu, and the construction of the Daekwang Ro Zebien Moailga in Eco Delta City, Community 5BL located at 4591 Gangdongdong, as well as the Hyundai Premium Outlet construction plan in Eco Delta City for sites 5966-2 and 59, also passed the review conditionally.
Furthermore, the construction of the Dongrae Eco Palace (former Minam Top Mart site) at 1250-1 Oncheon-dong, Dongrae-gu has received conditional approval, allowing it to move to the permitting process. Such architectural projects are expected to positively influence local development.
Activation Area of the Sasang Industrial Area Regeneration Project, Mixed-Use Facility, Hakjang-dong 230-28, Sasanggu
On May 19, 2025, the Busan Metropolitan City Architectural Committee conditionally approved the construction plan for the 'Digital Business Support Complex' to be built at 230-28 Hakjang-dong, Sasang-gu. The total budget for this project amounts to 252.6 billion won, and the land area is set at 72,911㎡.
The center is designed to have a structure of 24 floors above ground and 5 floors below ground, with a maximum height expected to reach 113.25m. The total floor area is planned to be 74,823.13㎡, and the building area is set at 3,049.18㎡. The building coverage ratio is 64.88%, and the floor area ratio is 1,181.92%.
The main uses include office facilities and commercial facilities for content companies, including offices and officedels. This mixed-use center is expected to contribute to the local economy and industrial development.
Busan City is establishing the mixed-use center as a main facility within the 'West Busan Administrative Complex.' Once completed, it is expected that around 260 digital content companies, including those in gaming, film, and the metaverse, will gather to lead the digital industry ecosystem in the West Busan area.
The construction project for the West Busan Administrative Complex is underway at 230-1 Hakjang-dong, and the new construction has already passed the architectural expert committee's review in 2024.
Regarding traffic and parking, the committee proposed several conditions. First, additional traffic safety facilities shall be installed at the turning radius from the second basement floor and above. The curved access points for vehicles will be minimized through consultation with the eastern site, while the safety fence will be extended to the access section.
Additionally, the disabled parking spaces located on the fifth basement floor will be relocated to a safer location, while parking for general offices, officedels, neighborhood living, and sales facilities will be operated separately to enhance efficiency. The ratio of self-parking to mechanical parking is expected to be 53.7% to 46.3%, and since there are concerns about parking efficiency deterioration, sufficient parking personnel will be assigned to the mechanical parking lot to minimize waiting vehicles.
Finally, the pathways from the second to the fourth basement parking lots will be designed as one-way to prevent traffic conflicts. These measures are part of efforts to create a safe and efficient parking environment.
Construction of the Daekwang Ro Zebien Moailga Apartment in the Eco Delta City Community 5BL, Gangdongdong 4591
On May 19, 2025, the Busan Metropolitan City Architectural Committee conditionally approved the construction plans for the 'Daekwang Ro Zebien Moailga' apartment in Eco Delta City, Community 5, located in Gangdongdong. The project site is designated as a second type general residential area and a district unit planning area, with a land area of 69,665㎡.
The apartment complex will consist of 11 buildings comprising one basement floor and 18 stories above ground, planned for a total of 998 households. The building area will amount to 13,703.47㎡, with the coverage ratio set at 19.67%. The total floor area is 168,414.85㎡, and the floor area ratio is 172.96%. The expected maximum height of the project is 52.83m, and this plan is expected to positively impact regional development.
The construction condition proposed by the committee includes various aspects related to structure, construction, equipment, and soil conditions. First, the structural calculation report requires overall supplementation and needs to be re-evaluated regarding the width of the transfer plate and equipment interference. It is also essential to specify the constant level of the internal pressure plate and adjust the wall thickness to enhance constructability.
Clear documentation on the reinforcement range of the slab must be executed, and construction plans should account for the weight of cranes used for PC slab construction. The piping joint method for the fire pump is to be changed to a grooved method, and dry pendant heads must be applied to the basement sprinklers to prevent freeze issues.
The soil retaining wall should adjust the spacing of the two-row self-standing H-piles to 1.8m and provide measures to reduce the negative friction of the piles. In addition, it is important to enhance excavation safety through ground measuring management and the operation of a technical advisory group.
This complex boasts views of the Nakdong River and is expected to benefit from various metro transport conveniences, including the EDC North-South Connecting Road, the planned Busan Urban Railway Hadong-Noksan line, the planned Gangseo Line Tram, and the anticipated Gaedeokdo New Airport in 2029. These elements are attracting significant interest from both actual residents and investors.
Construction of the SeoMyeon Prugio Summit, a mixed-use facility at Jeonpo-dong 668-1, Busanjin-gu
On May 19, 2025, the Busan Metropolitan City Architectural Committee conditionally approved the mixed-use construction plan for 'SeoMyeon Prugio Summit' at the former NC Department Store site in Jeonpo-dong 668-1, Busanjin-gu. This project is located on a site with a total area of 16,546.6㎡, classified as a general commercial area, fire prevention area, and an area with height restrictions by street block.
The project will consist of four buildings with 8 levels below ground and 47 levels above ground, including a total of 924 households. The building area will amount to 10,926.09㎡, with a coverage ratio of 66.03%. The total floor area is set at 260,535.71㎡, with a floor area ratio of 987.98%, and the expected maximum height is 159.22m.
Korea Trust is leading the project, and Daewoo Engineering & Construction is responsible for construction, applying the 'Prugio Summit' high-end brand. Demolition of the NC Department Store building has been completed, with sales expected to start in the second half of 2025, aiming for completion in November 2030.
The review criteria focused on three main areas: structure, equipment, and soil conditions. In the structural part, it was necessary to reinforce the joints between SRC columns and TC columns and re-evaluate the thickness of the basement parking slab. Furthermore, additional detail on the connections between CFT columns and foundations should be provided.
In the equipment section, it was recommended to subdivide the connection methods of water supply and heating pipes according to each pipe diameter and to apply dry pendant heads to the basement sprinkler system to prevent freezing issues.
Lastly, in the soil and foundation section, an investigation plan for underground installations affected by excavation works should be developed, with structural stability checks for the curved sections of the soil retaining slabs and large plate load tests. In addition, the operation of a measurement advisory group was also requested.
Construction of the Hyundai Premium Outlet in Busan Eco Delta City, Distribution Sales Facilities 1, 2, 5BL
The 'Hyundai Premium Outlet' project is being developed in the distribution facilities 1, 2, and 5 blocks of the Eco Delta City located in Gangseo-gu. This project was confirmed on May 19, 2025, with conditional approval from the Busan Metropolitan City Architectural Committee.
A structure utilizing a total of 86,015㎡ of land is planned to rise to 1 basement floor and 4 above-ground floors with a total floor area of approximately 198,782.51㎡. The building coverage ratio is set at 54.14%, the floor area ratio at 115.73%, and the maximum height of the building is expected to reach 30.99m.
Hanmu Shopping, leading the project, plans to invest approximately 700 billion won in this outlet, which aims to offer an innovative retail platform, making it the largest among domestic Hyundai outlets. Groundbreaking is set to begin in September 2025, with an opening scheduled for 2027.
The committee suggested specific supplementations across various fields including structure, construction, equipment, and soil conditions. The arrangement of the main structural rebar for the RC transfer slab needs reconsideration to enhance construction efficiency, while adopting thick TMC plates for the long-span truss structure is recommended. Furthermore, during the construction process, cooperation between structural engineers and supervision is essential to maintain quality.
Also, in above-ground parking lots, the structure should be reinforced considering the water tank capacity for electric vehicle fire extinguishing and designs must enhance durability against vehicle collisions. Regarding equipment, changing corridor sprinkler heads to dry pendant types and improving the ground fault protection devices on the secondary side of the transformer to meet safety construction standards are also recommended.
Finally, in the soil and foundation section, measures should be taken to reconsider the negative friction of piles, adjust the depth of in-ground inclination meters, and mandate the operation of a measurement advisory group for safety measures in construction. These measures are expected to contribute to the safety and quality of the project in the future.
Mixed-use Construction in Oncheon-dong, Dongrae-gu, at 1250-1
A mixed-use complex is set to be constructed on the former site of 'Minam Top Mart' at 1250-1 Oncheon-dong, Dongrae-gu. This project received conditional approval from the 6th Architecture (Transportation) Committee of Busan Metropolitan City on May 16, 2025.
The developer, Jimin Construction Co., Ltd., plans to construct two buildings over a land area of 3,003.10㎡, comprising 7 basement floors and 48 above-ground floors, aimed at housing a total of 372 households. The building area is set at 1,707.4737㎡, resulting in a coverage ratio of 56.86%. The total floor area is projected at 55,537.6176㎡, with a floor area ratio of 1,271.00%, and the maximum height of the complex is set at 161.64m.
This large-scale development is expected to positively impact the local residential environment.
The site is conveniently located just a 2-minute walk from the Minam Station interchange center on Lines 3 and 4 of the Busan subway, making public transport highly accessible. It easily connects to major roads such as Aisa Road, Chungnyeol Road, and Manduk Road.
Additionally, there are numerous educational institutions within a 1km radius, including Geumgang Elementary School, Dongrae Middle School, and Dongrae Girls' High School, boasting an excellent academic district. Lifestyle amenities such as Lotte Department Store Dongrae, Oncheon Market, and Dongrae-gu Office are also nearby, making everyday living convenient.
Improvements to the residential environment are anticipated with scheduled renovations for parks along Oncheoncheon Stream and the underground project for Jeonpo Road, enhancing the area's quality of living.
The committee proposed a total of 40 supplementary conditions, including not only the architectural plan but also fire-related matters. These include restructuring the internal spaces of households, providing amenity facilities for residents, adjusting road landscaping, minimizing parallel parking, grounding telephone poles, installing safe facilities in child protection zones, improving landscape aesthetics, integrating structures, ensuring ground stability measures, and reviewing fire performance.
If these supplementary conditions are met, Jimin Construction plans to apply for building permits in the second half of 2025, aiming to commence construction in 2026 and complete the project by 2031.
