The Busan City government plans to officially promote the 'Busan-type station area revitalization project' starting from June.

The goal of this project is to strengthen urban functions by changing existing residential areas to commercial areas, increasing the floor area ratio, and installing public contribution facilities.

In particular, this project is expected to serve as a significant opportunity for innovative changes in Busan's urban structure, in connection with the 10-core centers specified in the '2040 Busan Basic Urban Plan.'

The city of Busan aims to develop low-density and underutilized station areas for mixed-use, making them functional urban spaces. To this end, it has decided to allow mixed development in station areas based on Article 51 (1) 8-2 of the 'National Land Planning and Utilization Act', under the condition of public contributions and zoning changes.

Previously, proposals for private development were only possible on large-scale public land. However, now, the private sector can actively promote zoning changes, creating an environment conducive to development. This change is expected to make a significant contribution to the urban development of Busan.

Requirements for targeting site

According to the new policy, it becomes possible to convert residential areas into commercial areas. Moreover, by introducing mixed-use facilities (such as office buildings, tourism accommodation facilities, etc.), the floor area ratio can be increased by up to 1.2 times.

This two-step increase and incentive provision for zoning changes significantly enhance the business viability for private investors, thereby facilitating urban advancement.

Specifically, certain requirements must be met for developments located in station areas. For example, the station area must be within 350m or 250m, and the land area must be between 3,000㎡ and 10,000㎡. Additionally, the road width must be at least 20m, with the possibility of adjustments through consultations with the committee if necessary.

The increase in land value resulting from zoning changes will be retrieved in the form of public contributions.

The Busan-type station area revitalization project is deeply connected to the '2040 Busan Basic Urban Plan.' Busan City has selected 10 centers: ▲Gijang ▲Haeundae ▲Dongnae ▲Seomyeon ▲Central ▲Deokcheon ▲Sasang ▲Hadan ▲Gangseo ▲New Airport. These centers will develop along the lines of specializing in various functions such as tourism, business, logistics, industry, and housing based on their regional characteristics. This plan will lay the foundation for a brighter future for Busan.

The station area development strategy divides into ▲commercial and business centers ▲industrial and regional centers ▲residential centers ▲suburban neighborhood areas ▲newly opened forms based on the central areas. In this regard, the development scope is clearly defined as being within 250 to 350m from the platform boundaries.

The Busan-type station area revitalization project signifies more than just development; it is a critical project aimed at transforming Busan into a future-oriented city. The Busan City government aims to develop the station area as a hub for regional growth and address the issues of urban hollowing out and excessive vacancies in commercial facilities through this system.

This project plans to strengthen urban functions based on three key elements: zoning changes, increasing floor area ratios, and installing public contribution facilities. Furthermore, it is expected to lead the balanced growth of Busan in conjunction with the 10-core center strategy. The Busan City government intends to revise the relevant district unit plan guidelines by June while continuously improving the system to incorporate citizen feedback.

Mayor Park Hyung-joon emphasized, "We will energize the local economy by creating diverse mixed-use facilities." Attention should be paid to whether collaboration between the private and public sectors can create a successful model for this project.
