Relocation of Jung-gu Office, Beginning of Yongdusan Era
The Busan Jung-gu Office has designated the Yongdusan Public Parking Lot as the new location for the office building and will officially start the project by publicly announcing the urban management plan on May 28, 2025.
This announcement is considered an important milestone beyond just administrative procedures, for the future restructuring of urban space in Jung-gu and enhancing resident convenience.
Abolishment of Existing Parking Lot...Efficient Land Use through Changes in Urban Management Plan
The newly announced urban management plan includes the abolition of the existing public parking lot, occupying a total area of 8,242.7㎡, which includes Jung-gu Daecheong-dong 1-ga 43-1 and nearby two lots, and the development of this area into a complex office and sports facilities. This reflects the intention to eliminate the urban planning facilities of the parking lot decided on May 17, 2002, and to proceed with new complex development.
The Jung-gu Office has been planning to resolve the parking problems in the Nampo-dong and Gwangbok-dong areas, improve accessibility to the office, and enhance resident convenience. To achieve this goal, they are developing a plan to make efficient use of the existing Yongdusan Public Parking Lot, and this public announcement will be the first step towards that realization.
Such changes are expected to positively impact the local community and provide a better living environment for residents through the new facilities.
New Office + National Sports Center + Underground 785-space Parking Lot…Blueprint for Complex Development
The relocation of the Jung-gu Office is not merely a movement of an administrative institution, but a complex public office development project that harmonizes with local residents.
According to the current plan, various complex facilities are scheduled to be built on the site of the Yongdusan Public Parking Lot. The new office will be 16 stories tall, including major departments of the district office, the district council, a youth support center, and shared office spaces. Additionally, the National Sports Center will consist of 4 floors, featuring a swimming pool, gym, and multipurpose gymnasium.
The underground parking lot is expected to be significantly expanded from the existing 292 spaces to 785 spaces, helping to alleviate parking difficulties in the Gwangbok-dong area. Through this office relocation, Jung-gu is expected to enjoy various positive effects such as increased foot traffic in the downtown area, improved accessibility to administrative services, and revitalization of the local economy.
Future Schedule and Plans for Jung-gu
The public review of this urban management plan will be conducted from May 28 to June 11, 2025. The contents can be checked on the Jung-gu Office's Planning and Audit Department and the Busan City Urban Planning Agora website. During the review period, residents can submit their opinions, which will be reflected in the subsequent urban planning review and notification procedures.
Jung-gu aims to complete basic and detailed designs and various administrative procedures by 2026, with construction scheduled to begin in 2028 and completion by 2030. The estimated project cost amounts to approximately 220 billion won, with the Jung-gu Office planning to secure 100 billion won from its own funds for the construction of the office building and special parking fund. The remaining funds are expected to be secured through national and municipal budgets.
Once the relocation is confirmed, the current Jung-gu Office building will be utilized as the Jung-gu Health Center, reflecting the public sentiment against moving the health center. Moreover, the existing health center building will be applied as a Fire Safety Center, with possibilities for additional childcare facilities and cultural centers in the nearby area. Such plans are expected to contribute to enhancing the convenience of the local community.
Starting Point for Restructuring Urban Functions
The relocation of the Jung-gu Office can be viewed as a long-term plan aimed at restructuring urban functions and enhancing the quality of life for residents, rather than merely constructing a new building.
Especially, the complex development of the Yongdusan Public Parking Lot site will provide an important opportunity to innovatively change the spatial structure of Jung-gu.
If the necessary procedures, such as local finance investment reviews, proceed smoothly, Busan Jung-gu is expected to develop into a more modern and competitive autonomous district with public services.
