Busan City Takes the Lead in Improving the Parking Environment of Traditional Markets
Busan City plans to actively improve the parking environment of traditional markets starting in 2026.
This project is expected to play a significant role in solving long-standing parking issues at traditional markets and improving accessibility for market visitors.
Various methods will be employed to revitalize the markets, including the establishment of public parking lots, remodeling of existing parking facilities, and providing usage subsidies.
Overview of the Traditional Market Parking Environment Improvement Project
The traditional market parking environment improvement project consists of various measures. This includes establishing new public parking lots or renovating and upgrading existing parking lots. Additionally, support for parking fees at public and private parking lots near the markets will also be provided.
This project is conducted based on Article 2 of the "Special Act on the Promotion of Traditional Markets and Shopping Districts," targeting specific areas such as traditional markets, shopping districts, and alley-type shopping streets. These efforts are expected to contribute to the revitalization of the local economy, providing convenience for both merchants and consumers.
The budget allocation for parking-related expenses is as follows: For the establishment and renovation of public parking lots, the central government will cover 60%, the city will cover 20%, and each district and county will bear 20%. For parking usage subsidies, 60% will be from the central government, 15% each from the city and district/county, and 10% will be covered by self-funding.
Busan City plans to submit a budget proposal for the special account for regional balanced development to the Ministry of SMEs and Startups by the end of April 2025, based on which the project will proceed in earnest.

Expected Effects by Major Market
A new public parking lot will be established at Dangam Alley Market in Busanjin-gu.
This will provide users who previously experienced inconvenience due to the lack of parking spaces with better convenience.
Additionally, the nearby commercial area, including Dangam Market and Dangam New Market, is also expected to be revitalized.
A new public parking lot will be established or expanded at Suyeong Paldo Market and Mangmi Central Market in Suyeong-gu. Furthermore, Jangnim Alley Market, Busan Peace Market, and Myeongji Market are planning major renovations of aging parking facilities.
Changseon Arcade, Nammun Market, and Busanjin Market are expected to receive parking fee support through usage subsidy programs, which will greatly enhance accessibility to the commercial area.
Project Implementation Schedule
Busan City has started the public solicitation since January and finalized the project locations through site evaluations and the evaluation committee's review.
The plan is to submit a budget proposal for the special account for regional balanced development by the end of April 2025, followed by the commencement of the projects in 2026. The acquisition of sites for public parking lots and the design and construction will proceed smoothly.
Busan Mayor Park Hyung-jun stated, “We will enhance the convenience of use by improving the parking environment of traditional markets, which will contribute to the revitalization of the local economy.”
